South London: £1 billion New Development at Clapham Junction
The London borough of Wandsworth has just announced plans for a new £1 billion residential development of Clapham Junction’s Winstanley and York Road Estate. The new neighbourhood masterplans by property consultants GVA and architect Levitt Bernstein will provide 2,200 new homes with 1,148 being available for private sale. The new development with a partnership by the Wandsworth Council and construction contractor Taylor Wimpey released the first images and plans for the 10-year project.
The Clapham Junction location first saw most its development post World War II from the mid 1950’s to the early 1970’s and became known unfortunately for crime other social problems. The new plans will demolish the existing housing blocks. A series of four options for neighbourhood regeneration were made available to local residents in Autumn 2013 and by March 2014 was approved by executive committee. Some of the options called for refurbishment of some areas, environmental works leading to a larger scheme that would change the entire neighbourhood.
The proposals includes the demolition of 709 post-war that includes social housing and homes with owners. This will now bring forward 530 new social housing units with 110 more to be built and located on other nearby locations. Another 100 homes will be available to residents who want to continue living in the area in the shared equity program. For the 530 occupants of the social rent homes will be provided with replacement flats on the new estate with owner-occupiers receiving shares in the new homes.
All of the new modern style homes are set to be on a ‘traditional street layout and providing safer, legible and overlooked routes through the area.’
The regeneration plans propose gym and fitness facilities with eight sport courts, an eight lane 25-metre swimming pool. A children's centre with an adventure playground and library will be located where the estate towers were originally located. For the adjacent Bramlands area the new development is expected to bring new shops, cafes and a new review for education and health services for the neighbourhood.
Key Area Objectives
One of the main priorities for Grant Road and Winstanley are new wider pedestrian footpaths and the creation of a ‘green buffer’ with new trees planted and to help the street have a more pedestrian friendly route to Plough Road.
The new homes will be ‘...fronting onto Grant Road will improve overlooking and the safety of this route. The new homes will be provided in scale with existing buildings, creating enclosed private courtyards with a good quality and quantity of daylight.’
For the Bramlands area will feature new homes along Grant Road and a ‘station piazza’ for the Clapham Junction rail station and the corner of Falcon Road. The masterplan states,
“This area, known as Bramlands, provides an exciting opportunity to create new housing, businesses, and high quality, active open space outside the station.”
The establishment of a new public square providing a more welcoming entrance to Clapham Junction with a new tree-lined routes with new cafes, reatail outlets and restaurants.
An upgrade is planned for the Falcon Road tunnel crossing for more lighting and displaying local art or media for pedestrians walking between Bramlands the town centre.
The objectives for York Road and York Gardens is for the creation of new local hub that will feature a new library, a community centre and a new leisure centre along with slimmer towers to provide more quality landscaping and street design and improved pedestrian crossings and cycling paths.
The Wandsworth Council states:
‘The vision for York Gardens is for a new and improved active park serving the local neighbourhood. It would offer spaces for the community to come together, relax and play. The park would include the re- provision of the children’s centre and play space. It is intended that the new library and leisure centre front onto the park. The new park would be no smaller than the existing York Gardens park.’
Its expected that the Crossrail 2 service will additionally benefit residents and businesses should a new station be approved by TfL (Transport for London) at the Clapham Junction station as a large portion of land has been set aside for a potential Crossrail 2 development.
