Liverpool: New Waterfront Plans

A two hour journey by rail from London makes Liverpool an easy destination to enjoy its

history, shopping and waterfront. So it should not be a surprise that the city has become

popular for new business start-ups, mixed-use property investment and tourism.

As cities like London become more congested and expensive Liverpool has become

an attractive alternative for business and residential living.

Since the 1200’s Liverpool has forged its place in British history and a new era of growth

and prosperity are once again underway.

As Liverpool grows so has the demand for new construction from the expansion of the cruise terminal, residential and commercial to one of the most prominent large-scale developments that being Liverpool Waters which is expected to be one of the largest single-ownership port-city developments in Europe.

The massive 60 hectare £5 billion project will extend almost 2km on the River Merseywith 18.3 million square feet of commercial and residential space. Plans for the development were approved in 2012.

The project offers a variety of opportunities for developers, investors, land purchasers and occupiers across an eclectic mix of sectors including residential, offices, hotel, retail& leisure and signature buildings. It is expected that five new waterfront residential areas with 9,000 apartment units will be constructed.

The developer the Peel Group has described the setting:

'The Liverpool Waters vision consists of 315,000 sq.m. of quality business space. This includes Princes Dock which is already home to world renowned businesses such as PricewaterhouseCoopers, KPMG, Cargill and CMA-CGM.'

‘Residents will be able to enjoy world-class leisure facilities in an iconic waterfront setting

with restaurants, cafes and bars sitting side by side with a new cultural hub and retail spaces.’

The new cruise terminal is located on the Mersey at Princes Jetty with the new passenger facility just 300 metres north of the previous terminal and capable of handling turnaround cruises carrying up to 3,600 passengers. In 2016 Liverpool had 60 vessels with 120,000 passengers and staff visit the city. A new two storey building is constructed on reclaimed land for the drop off and pick up of passengers.

The terminals developers stated in 2018:

‘This year Liverpool will welcome more than 57 vessels, with 100,000 passengers andcrew, but the council wants to capitalise on the cruise boom by creating a state of the artpassenger and baggage facility, complete with passport control, lounge, café, toilets, taxirank and vehicle pick up point, to cater for Liverpool’s growing appeal in the cruise industry.'

New reports just published this week in the Liverpool Echo say the Liverpool City Council is now putting eight acres of waterfront property up for sale at the Kings Dock next to the Albert Dock and River Mersey.

CBRE is the firm handling the sale on behalf of the council saying:

"With its intrinsic historic character, Kings Dock offers an opportunity for potentialdevelopers to deliver individual or multiple plots for a high quality, mixed usedevelopment incorporating leisure use for the right delivery partner."

"The city council is seeking offers from interested parties who have proven experience and trackrecord in delivering high quality landmark schemes, with a focus on working with the city council to deliver at pace."

There are currently parcels of available land from 0.45 acres to 2.79 acres for developments of leisure, hotel, residential and offices.

CBRE says:

"The Kings Dock premium development will provide the opportunity to create an alternative destination to established areas, building on the waterside advantages and its ability to attract and reconnect users from the city centre and from neighbouring areas such as Baltic Triangle and beyond."


"The city council has recently appointed an award-winning team of master planners to

develop a Public Realm Strategy that will shape the look and feel of the city. The draft strategy will go out to public consultation next year."

Andrew Byrne, Associate Director at CBRE’s Office Agency team in Liverpool told the Echo:

"We are pleased to be appointed by Liverpool City Council to bring to market the Kings Dock land. The site offers an exciting opportunity for experienced developers to deliver a mixed use landmark scheme in an excellent location on Liverpool's iconic waterfront, close to some of the city's most popular attractions."

“With a global perspective and exceptional economic strengths, the city is becoming increasinglyattractive particularly with overseas investors who identify Liverpool as a real source of opportunity for inward investment."

The plans call for two stage process with proposals and submissions binder will then be selected in the second phase.

Interested developers and planners have until 24 January 2020 to submit plans.
